As an alternative to my previous suggestion, I've
seen frequent mention
over the past decade or so in the DEC-related newsgroups to a program
called "RZSPINUP". Whether this can be pressed into service under NetBSD,
I don't know. (I was under the impression that RZSPINUP ran on a DOS-based
PC-clone.)
I know it's a DOS program. I think it's on the VMS Freeware CD-ROM #4, so
a copy should be available at the OpenVMS site. However, I'm not sure if
this permanently changes a setting on the drive firmware, or if it has to
be run each time the computer comes up. I've actually heard both
explanations, but haven't bothered to look into it since I don't have a DOS
machine that can run it.
