I'll look later for the INS8154, but the Intel 8155 and 8156 were both RAMs
with 16 bits of I/O controllable on a bitwise basis like the bits in a 6821
. . . Could one of those work?

This is a National Semiconductor I/O-chip with
internal RAM.
I don't think you will find easy replacements because this was
a very NS-only chip with no second sourcing.
It was used in Science of Cambrigde's (Clive Sinclair) MK 14
