Check your local dump (mine has a 'free' section, but it's not
publicized at all - you may have to ask), freecycle list, craigslist,
and Facebook if you're on there (at least for me there are lots of
local FB groups; it's the most piss-poor interface imaginable for
listing items, but lots of people seem to be doing so).
One problem is that a lot of stuff from that era was upgraded to XP -
at which point it became far too slow to be useful, and so was thrown
into an attic/basement and replaced. In other words, you can probably
find a machine of the right age quite easily, but the OS might be
another matter.
Of the ~10 machines that I've salvaged (mainly in the hope of finding
one with a good floppy controller and 'legacy' ports) they've all
either been running XP or have been wiped.

around here its illegal to dump stuff in a dump. you have to take them
to be properly recycled cause here in washington state in 2005 they made
it illegal to dump electronics in a dump or garbage and then in 2009
they started the free electronic recycling program. so most old
computers have been killed off by pc recycling stores either parting
them out or crushing them. there used to be tons of stuff on craigslist
for free of full computers before 2009 but not now its now full of crt
monitors, keyboards, mice and printers.
