dropped the '030 and prior, but an '040 could still run 8.0 and 8.1
officially, and an '030 could run them with some hacking.
Was that due to instruction set differences? Stack frame differences?

You mean, why the '030s weren't supported under 8.0/8.1? No idea. They would
run just fine under 8.0/8.1, so it was clearly Apple's way of just killing
the '030 Macs off, I guess. You used a tool like Wish I Were to fool it, and
all that did was change the Gestalt ID, so there was nothing else specific
about it.
