Hi
 I'm going to make a wild guess. This was a flash
tube used to sychronize a neon light computer.
 Anyway, I don't think it is a delay line.

I'd guess that it is either a TWT, or maybe an X-ray tube of some sort. 
Definitely NOT a delay line.
