 So I'm back to a couple of bus translator PCBs with the actual microcontroller and
FPGA on separate mezanine
 cards so whatever the silicon is that the bus translators stay the same. At least
that's the theory. 
I used this: http://www.emcraft.com/products/133#starter-kit plus some
bus translators to emulate a paper tape reader on a PDP-8/L.
I will use this one: http://www.emcraft.com/products/133#overview next
time because it has a lot more I/O.
