Not only is it limited to emulators, but it's also limited to emulators owned by DEC. The actual verbage in the license is: "EMULATOR shall mean software owned by Digital Equipment Corporation that emulates the operation of a PDP-11 processor and allows PDP-11 programs and operating systems to run on non-PDP-11 systems." It's commonly accepted that this means SIMH, as Bob Supnik was a DEC VP at the time.
