Please help....
I'm trying to purchase the CDP1802 processor and user manual to build the
ELF. I have no idea where to get these items...if you can assist please let
me know.

Intersil still manufactures the CDP1802ACD3, though it is rather
expensive at $89.24 USD:

For the user manual, you want RCA publication MPM-201. There's a very
large (183 MB) color scan of rev C on this page (link named "CDP1802" in
item 2 of the list):

The earlier rev A document is probably just as good for your purposes,
and a black and white scan of it (under 8MB) is available here:

Expensive indeed. That $89 is the 100+ quantity price. The only distributor
listed is AVNET, and they have a 36 unit minimum at a USD$111 each price.
Better off to try the surplus/used market. I've bought old/obsolete parts
from www.americanmicrosemi.com with good results. They
list the CDP1802CE
as in stock (20 avail) for only USD$7.25 each. They do have a
minimum order
fee of USD$39 so either buy more of them or other some other parts, too
