I personally use inkjet transparencies. Print a mirrored version of the
layout onto the back (matted) side of the transparency. Spray the
transparency (or the case if there's a square display cutout) with 3M
PhotoMount adhesive, wait 15 seconds (IIRC), then stick the transparency to
the panel. Cut off any excess plastic and you're done.
As far as drilling is concerned, use the non-permanent version of Photomount
(can't remember what it's called, though) to stick a paper template to the
metalwork. Drill in the usual way, using the template as a guide. Remove the
template (it should peel off), then use either isopropyl alcohol (aka
isopropanol, propan-2-ol) or Goo-Gone (haven't tried that - IPA usually works
quite well) to remove the glue residue.
