that maybe the existence of .ADF and .INF files is just a

Nope, it's a braindead IBM/PC industry requirement.

Hmm...need them on EISA Alphas too, unfortunately.
Granted, but the bus was invented by the PC industry, so they're to blame
(albeit one could blame DEC for using it).
