False. In most states of the U.S., if you represent yourself as an engineer
of any kind, and you are not a licensed engineer, you are committing a
crime, albeit a misdemeanor.
In some states at least, that is only true if you try to market your
talents directly on the open market. If you work for an organization
who does the marketing you can call yourself whatever you want - except
for Registered Professional Engineer.
