It was not to be a theme park, or more accurately a permanent World's Fair. Instead, it was actually a city with approximately 20,000 citizens. The central core/shopping/office district was to be inclosed by a dome, and the rest of the "city" extended away from it in a wagon wheel style of monorails and streets.
