thay are reacting to what may be said to be a "called for
comment". Are there things they can say in regards to an
"Un-called for comment" or do they have to wait for the
opposition to speak up and then give the "Hear, hear's"
for him?

Not sure what they do in Parliament, but in the
US Navy Submarine Service the negative response
to someone's comment typically was a hymn.
Specifically:
"Hymn, Hymn, Fuck Hymn!"
With appropriate resonance and reverence.
