No, because the IBM PC didn't have 3.5 inch floppy drives at that time. If
it had, it's possible that Apple might have considered doing it, but I
suspect that they still wouldn't have. IBM PC compatibility wasn't
something that they cared much about. They were trying to build something
far better than a PC. Whether they succeeded is obviously a matter of
opinion.
