Not exactly under $100, but under $150, I received a flyer today from
Electronix Express showng their Terasic Altera Cyclone 1C6 FPGA dev
kit for $149. It looks pretty loaded:

They've also got a Xilinx 95108 and Altera EPM7128 CPLD dev kits for
under $80.
