This could be a mercury delay line. Remington Rand did use mercury
delay lines in
some of their early computers.

A mercury line would have a hose with mercury
in it ( or metal tubing ) and tranducers at each end.
I've seen several of these and this is not one.
I suspect that it is some kind of lamp or heater.
For what, I don't know.
