you make it avaiable to
people, it has to be "public domain". It was made by you, and the copyright
is yours.

Unless I agree to it beforehand (say as part of a contract of
employment), I will not transfer the copyright on anything I've done to
anyone. It would appear that in some cases that this could prevent me
from making use fo it in the future...
Hwoever, as I said earlier, for just about anything I do for myself, I
will release source code, schematcs, etc, under a pretty open license.
