Yes. See datasheet section 5.2.4 MACRAW on page 108. You can use MACRAW
simultaneously to the TCP/IP mode.

the fact that it understood how to do higher-level protocols (IP, ICMP,
UDP, TCP) by itself turned out to be useful (the CHAOSNET
implementation uses the controllers RAW-IP mode, and the controller
handles all of the details of ICMP and ARP more or less by itself).
