You'll probably want to have a look at the kind of graphics
editing/conversion tools that are used in the C64 demoscene. The C64's
palette is pretty limited, and making use of the screen borders
effectively requires some trickery, but if you're willing to work within
the machine's constraints you can get surprisingly good results.

watching some of the more popular C64 demos to see the kind of graphics
that work well:
