It isn't. This modem was made in the days when you
weren't allowed to
hook anything to the phone system unless it was Bell approved. This
particular box (called the "coupler") is an approved device for attaching
the modem to the phone network.
My PMMI MM-103 modem is the same way. It has an external
coupler box that connects to the S-100 bus modem card by way of a
ribbon cable and connects to the phone line with a standard RJ11
phone jack. Thankfully I have the coupler box.
