Yes, that bothered me as well....
Also, most machines that run MS-DOS 2.11 are XTs. Which may well not
support high density drives at all (yes, I know there are high density
controllers for XT machines, but they're not that common).
According to an old Peter Norton book, Dos 2.1 only supported 320(!)
and 360K disks. Support for 720 and 1200K came with DOS3.
XTs had to use a separate device driver for the higher densities.
