You are correct that this is a time base corrector. Later versions
went to BNC connectors. the spring loaded switch is a phase control, L.
led is video present, R. led is reference video (genlock) present. Top
connector is video in, next lower is video out, third from top is Multi
input/output, switched internally to either loop through video or genlock,
and bottom connector is reference video in.
They were intended to operate in the Amiga, or independantly using
a PC as a power source.
While these are not really broadcast quality, they are quite good,
and are still bringing several hundred dollars each in Canada.
