Well, from the photo you have a raster. That means the IOC is
initializing the crt controller chip. So the cpu on that board is running.
There is an intensity pot that sticks out the back and a contrast pot
that you use a small screwdriver to adjust, as I remember. Try turning
down the intensity and adjusting the contrast to see if you can get some
characters.
If you can't see any characters after fiddling with those pots, you
should check the cabling from the IOC board to the crt controller (under
the metal shielding around the crt). That cable is a high failure
item. Usually you can clean the connections and maybe make the contacts
hold tighter to the edge by springing them a bit.
As I said before, there is a three position slide switch on the back
panel. One position is "diag" for diagnostics. You need to put the
switch in that position and power up the system. It should beep five
times (I think it is five times) and then display a small menu of
choices on the crt. That is your next step. Try that and let us know
the result.
