This reminds me of the telephone company charging to
NOT have your name
listed in the phone book* (perhaps ink costs MORE when they use less, or
IIRC, the original purpose of this was to offset the cost of increased load
on the 411 directory information system, presumably because people would
call that after not finding you in the book. But, don't we now pay for 411
