you are almost certainly correct. But why is that such a big deal?
Its not a big deal to me personally, but its important to keep in mind
when people make the claim that *most* open source code is high
quality.
It isn't.
Provide proof of this assertion, or it's bull.
(Hey, if you can fall back on that, knowing full well that people
would rather just give up rather than do your research for you when it's
well-known that you've already made up your mind anyway, so can the rest
of us!)
