MASM was never standard with PC-DOS or Windoze.
But it WAS included by many OEMs with MS-DOS (for example Toshiba T300).
It is included with Visual Studio.
(Where does Microsoft get their product names???)
LIB and LINK were packaged with DOS,

originally included with PC-DOS, but stopped being included (around
5.0?)
