Windows 10 is actually the first Windows in which IRC is correctly
supported.
1. Enable Windows Subsystem for Linux.
2. Get the (free) Linux distribution of choice from the MS Store.
3. Use your distribution's package management tools, apt or yum etc, to
install your favorite CLI IRC client.
4. PROFIT!
