I never knew who came up with it, but it sure fits.
The worst part is that when it was just the September
phenomenon, most of them would eventually learn
the community's netiquette. Now it seems pretty
much a lost cause.

At the time
the public was added to the Internet,
none of us thought of it as a new or different network:
just that it was now "perpetual September."
A term coined by one of the RCS/RI guys, no less...
