Unless I missed something (surprised nobody said it already) BartPE is the
free version of WinPE which you can create a bootable Windows environment
from any supported install set (XP, Vista?, 2003
server). It has most of
the apps for it bundled already and is just some clicks to
enable or
disable features/applications you want. If it has it included there might
be an option for USB install.
A different port is based on the Universal Boot CD which I used to use
called WinUBCD (Windows Universal Boot CD) and uses bartpe to create the
same thing but with a lot of the UBCD tools for troubleshooting computers.
It has a built-in feature for bootable USB environment using UBUSB.exe to
convert the .iso it creates to a bootable USB thumb drive (it'll wipe out
the thumb drive so make sure it's dedicated). I've had it work flawlessly
most times although 1 particular attempt it somehow got mixed up and
decided to wipe out the boot sector of my hard drive instead (just throwing
out the cautionary tale). I have no idea what went wrong that 1 time but
all others it's been fine.
For the most part though this is one download and has all you need in place
other than adding your own programs. It's not perfect since it recreates
the environment everytime you boot though.

Sounds like what you want is a "Windows PE" environment.
