Yes, for an 11/23. For an 11/24, no, it goes after the KT24 and the
memory but before anything else.

No. No. That is, it doesn't matter :-)
Should be "No. Yes." Since the FPF11 plugs into the same socket that
the FPP option chip plugs into (the one next to the CPU), of course you
can't have both at once.
