I think you could (either way), with the appropriate 3rd party stuff.
DEC was not completely unaware of block mode terminals (VT62? And I
think a VT-100oid?).
That was the VT-131, I think? That always confused me...It's a
block-mode device but it still speaks ASCII over async serial? Was
there an ASCII and async serial version of a 3174-ish terminal
controller, or something like that?
