A PDP-8/S would be a good model to pick from. Note you need a lot of SMT
diodes resistors too.
There are approximately 1000 transistors in a PDP-8/S (plus lots of diodes
and resistors and the core stack). Even with SMT, that's a lot of square
footage.
Ignoring memory, I'm pretty sure could get 1000 transistors + support
parts/diodes on a 12x12" card. Doing the component placement would be a pain
however.
