A piece of paper shows that the holder has at least some stamina and
backbone to actually finish something, in some official way.

True, but some workplaces (atleast here in the UK) offer apprenticeships -
you learn as you go (e.g. night classes paid by the employer) at the same
time as you get experience during the day. It's a win-win situation.
