Proper FTP server setup not only limits bandwidth but also limits the
number of concurrent connections. I have mine set up such that every
user is guaranteed a minimum of 16KB/s and will not grant more
connections if 1. it will get me over my monthly bandwidth allotment or
2. impact performance for the other users.
