Okay, that threw me off the trail. Scratch that guess.
The odd mounting of the TO-5 transistors points to a fairly old board.
but I have no idea what the boards might be to. Perhaps the mounting
will ring a bell with someone here. The telco manufacturers had some
pretty odd ways of mounting transistors, but I don't know if these are
them. I wonder if the mounting is an approach to anti-vibration; that
might point to a military application.
