You could do (or find) a motorola mono-board. They made both a 6800 and a 6809 version.
You can grab the schematic and manual off of bitsavers under motorola.

It is too bad, you have zillions of 6502 projects out there, but
not a one 6809 cpu board. The really hard part is finding a
IDE interface. OS9 is modular so all you should have to change is
the driver code. Ben.
PS. Google for Nintro 9, I think a open source version of OS.9.
PPS. I still think you can by COCO III's.
