I suspect that the 7070 in question probably was at NASA Langley and
fed by Ampex (possibly FR 300 or FR 1400) telemetry tape machines,
probably from the Minitrack satellite telemetry tracking system. The
FR 300 was a very popular 7 track unit--I believe that early CDC
systems (e.g. 160) even used them.
Just more guesswork here.
