It sounds like a bad primary filter capacitor. I assume it is a switcher.
If so, there are high voltage capacitors on the primary side.
If it is a linear, it would be low voltage on the secondary.
Try adding additional capacitance in parallel with the one that is there.
If it gets better you'll know what to do.
