I don't know the ultimate source for the pick interpreter itself. The
project was commissioned by DEC through VMI; VMI designed and
manufactured the boards and the glue code on both the 68000 and PDP11
side. The whole thing was stuffed into an sbox chassis designed for
wall mounting.
