That sounds good to me, as long as there is some way for moderated posters
to become unmoderated again if they are good citizens for a sufficient
amount of time.
Also, it might be good for Jay to post an updated FAQ monthly to educate
newcomers about such policies and to remind us all of what exactly is
and/or is not off-topic.
