Yes, that
would work. One whole side of the 4x2 header used to jumper
baud rates is directly connected to the UART, so it just needs a CMOS
clock of the right frequency applied there, and the shorting block
removed altogether.
I'm assuming the other row of that 4*2 block goes to outputs on the
HC4040.
