Give them a consistent limitation (like
blocking outbound 25) and the customers can wrap their ears around it, and
eventually adapt.
DSL Extreme, my upstream, requires you to register your IPs (thus you must
have a static address) before you may use them to send outbound mail. I
received notification of this when I signed up, easily added my IP through
a configuration web page, and received confirmation the next day. So, ISPs
can do things correctly when they try.
