Xilinx has this problem with some of their tools. They build it
as "xygwin1.dll" to avoid conflicts if the user already has an
incompatible version of cygwin1.dll installed, and they distribute it
with tools that use it.
I don't mind too much that you've switched to Java, though for now
I'll probably stick with your C version. At least you didn't switch
to C++ or Perl. :-)

I couldn;t find a way to just redistribute the DLL itself. I seem to
recall there was some restriction about just packaging up the DLL.
My code is under GPL, though, so it wasn;t that.
