I didn't get anything out of what I think is
the RF modulator.... it's
the lone RCA connector right? I though I would be able to plug that
directly into my TV.
You should be able to. It would connect to a 75 ohm aerial (antenna)
input, not to composite video, of course. The signal is probably on VHF
channel 3 or 4.
If the output is missing, but you can get composite video from the 8 pin
connector, then there's probably a fault in the modulator can itself.
It's Commodore-custom I think, and there are no schematics given. But it
should be possible to do something about repairing it if you really need
the RF output.

If you are in a pinch, the video modulator from either a VIC-20 (best)
or a TI99/4a will plug into the video out DIN jack. Only rub is that
the TI modulator needs 12v --- it may or may not work on 5v.
