How can any machine be a "computer" if it doesn't have any ability to
run a program?
The word "computer" is a strange topic. Note that IBM didn't call
the 704 a "computer" (data processing machine, calculator, but not a
computer).
So we're essentially trying to define things by a word that has its
meaning rooted in later devices. Good luck with that.
I knew some people who refused to call a MITS 8800 a "computer"...
