There was actually an extended discussion of this about a year or two ago
here (search the archives for "screen rot", IIRC). My recollection is that
the options for fixing it were relatively unpleasant, because it involves
removing and then reapplying the implosion protection layer on the CRT.
That could be my faulty memory, though.
