You have to install VMS (and VWS) with the VCB-02
installed,
and have a license for it.
Hmmm, well I did tell it to install DECWindows when it installed VMS, I
didn't see an option for VWS. Of course at the time the VCB-02 wasn't
installed so maybe it would have tailored it off the distribution. Hmmm,
