Some of them can do that. I have a 16-bit ISA VGA card from Western
Digital that will do it too.
Other than memory cards, quite a few of the 16bit boards from
the mid 1980's will work in an 8bit ISA slot, either by changing a
jumper or through the board autodetecting the slot type. Western
Digital / Paradise chipset VGA boards are known for this.
