"Moore's Law", which was a prediction, not a "LAW", has often

True, but that applies also to any "law of nature". They are not rules, as
political laws are; instead they are (a) a compact statement of what has been observed and
(b) a prediction of what will be observed in the future. They are always subject to
revision if contradicted by evidence, as Newton's law of gravitation was.
