E11 files question

The file formats supported by SIMH can be used under E11. Please keep in mind that the Supnik license does not cover E11. My E11 question is this, has anyone managed to get RSTS/E and DECnet/E to work under E11? RSTS/E installs without any problem, but I've been totally unable to get DECnet/E to install.
